SNF and Swing-Bed Provider Cross Federal Fiscal Year (FY) Billing – Additional Information

In the Medicare Information Resource (MIR) issue 2006-12A, there was an article titled “SNF and Swing-Bed Provider Cross Federal Fiscal Year (FY) Billing.” This gave instructions that if a skilled nursing facility (SNF) or Swing-bed claim was submitted with a discharge on 10/01/xx the claim would be returned to the provider (RTP) with reason code 32148 and the claim would need to be split.

The Centers for Medicare & Medicaid Services (CMS) has issued Joint Signature Memorandum (JSM)-07106 that rescinds this instruction. Providers should go back to the way they were billing previous to this instruction and submit the entire claim with a 10/01/xx discharge date.

Some claims that were billed as the one day noncovered for 10/01/06 received a CWF error U5601. These claims will be RTP and the prior processed claim should be adjusted to include the 10/01/06 discharge date.
